As I understand it, AppleCare operates repairs/genius ‘bar’ and that’s not under Retail, no matter where the staff stand. I’ve had experiences where the Genius had to jump through a few hoops to get a spare (say, Mouse) from the Retail part of the store, because (AppleCare) had run out of stock.
You might have noticed that Apple Store repairs for iPhone are often ‘replacements’ for speed and customer satisfaction (not to mention saving labour costs). That’s what happened when I took my 6Plus in for the battery replacement fiasco. I got a refurb phone, which was delighting… even if the battery doesn’t last a whole day, a couple of years later, due to the same (original) poor design decision, apparently repeated in refurb phones.
Putting Out Of Warranty repairs out to non-Apple repairers saves Apple keeping stock of such old devices (which probably aren’t being made/refurbed anymore), to do the more costly actual-repairs, about which my local Apple Reseller confided once, that Apple never paid well enough for even in-warranty repairs to make certification financially viable. I imagine to do even simple actual-repairs correctly (can’t just replace a battery or screen, have to mind-meld them to the device or they won’t work correctly) will be borderline profitable, unless the particular repairer is doing a lot of them.
So… a long way from right-to-repair, and more like stock and labour saving for Apple and pushing the costs on to Authorised repairers. That’s the Apple way.
